As for a point & click system, you can pretty much isolate yourself from the command line via one of the many desktop environments available under Linux. However, the command line is available if you need it.

Scanning is quite functional under Linux. I run an old scsi HP ScanJet IIcx. Newer USB scanners are supported under Linux.

There are a couple of free OCR packages out there, but I haven't tried them. My impression is that they are not far along in development. Your best bet might be a commercial package called OCR Shop ($99 for a personal license), which uses the OmniPage OCR Engine.
